The Union Cycliste Internationale was founded 14 April 1900 in Paris by five national federations. Under IOC pressure it split into separate amateur and professional bodies in 1965, reunifying them in 1992 when it moved headquarters to Aigle, Switzerland. It has faced sustained doping controversy, including Floyd Landis's allegation that the UCI accepted a bribe from Lance Armstrong to cover up a positive drug test, and it introduced a mandatory helmet rule after the 2003 death of rider Andrei Kivilev at Paris-Nice. In May 2015 it approved a race held in Crimea, drawing criticism as the only international federation to have undermined Ukraine's territorial integrity in this way.
