WADA was established 10 November 1999 in Lausanne by national governments and the IOC and moved to Montreal in 2002. It is governed by a 38 member Foundation Board split evenly between IOC and government representatives, and its budget is split roughly evenly between the IOC and national governments. Its central instrument is the World Anti-Doping Code, adopted by more than 650 sports organizations. The 2016 McLaren Report, commissioned by WADA, found that more than 1,000 Russian athletes across over 30 sports had been involved in or benefited from state-sponsored doping from 2011 to 2015. In 2024 it faced sharp criticism for its handling of 23 Chinese swimmers who tested positive for trimetazidine before the Tokyo Olympics, amid accusations of a cover-up.
