Competitive yacht racing predates any single international governing body, but inconsistent measurement rules across Europe, North America and Britain meant yachts from different countries often could not compete on equal terms. Delegates from thirteen countries met in Paris in October 1907 to adopt a common international measurement rule and code of racing rules, forming the International Yacht Racing Union, the sport's first world governing body; it was renamed the International Sailing Federation in 1996 and is now known as World Sailing.
